Walk Through

Head on in and meet Wiseman and his body guard. Wiseman will call you a dog of the Federation. Resist the temptation to blast him away, or swing over him, and head to the first room. There is a 1-up on the ledge and a handy little moving platform to help you avoid the spikes.

Leave the room and head over to the next one. You'll discover a barrier has been erected to prevent you from getting any further. While it is possible to use some nifty bionic arm moves to swing under the ground, you can simply shoot your gun and the barrier will disappear. Avoid the neutral soldiers and go into the second room. Outside of it is an ally who will tell you they've located Joe. This is actually problem with the North American and European versions of the game. You should have this information yet.

Regardless, go into the second room and pickup the delta communicator and head on out.

Regional Differences

In the Japanese version you need the 3-way to destroy the barrier to get to the second room. This is makes sense because the delta communicator and the message your ally gives you shouldn't be known until much later in the game. Also, there is a spider in second room, and the moving platform is not there.
