7-Zip is a freeware open source archiving program for Linux and Windows which supports many different compression, package, and file system formats. It also has customizable Windows context-menu integration. It is vastly superior to WinZip and WinRar. It is written in C++.
The only problem I've had with the program is that it sometimes fails when you're compressing and decompressing multiple large files at once.
Personal
7-Zip is my primary compression utility. Although PeaZip supports a few different exotic formats, I do not like the bloated interface of PeaZip, and 7-Zip supports all of the formats I use on a regular basis, so I stick with 7-Zip.
